Bi-metal jackets are made from very soft mild steel. Bores/barrels are at least as hard as tool steel and when chrome plated are even harder. Steel jacketed bullets are nothing new.

Webb15 sep. 2010 · Plated bullets just aren't capable of the same accuracy as the lead or FMJ based on various tests. My experience as well beyond around 20 yards. Another drawback I've witnessed is jacket separation where reloaders applied too much crimp. (Revolvers!) Plated are a good alternative to lead. Don't match accuracy of lead or FMJ

As for plated vs FMJ, FMJ will be more forgiving, but IMO it's only an issue if you're trying to introduce way too much crimp, and you shouldn't need any crimp at all for 9/40/45.
